Only the former is precisely defined by the document and all occurrences of "editorial changes" link to "minor changes". Even the markup for the definition of "minor changes" in Section 6.2.5 is confusing: <dfn id="editorial-change">minor changes</dfn> It's then suggested to replace all occurrences of "editorial change" by "minor change" (except the one in , fix the dfn element above, and fix all links targeting that dfn element.
