Hi

The phrase ‘[very] substantive changes required’ should be ‘[very] substantive changes’ maybe with ‘occurred’ appended.

we’re trying to document what events permit or trigger a state transition.

so ‘wide review’ should be ‘widely reviewed’
‘interoperable implementation’ needs an ’s’ (can one implementation be interoperable? what is the sound of one hand clapping?)
