" Functions and responsibilities of the Team, Director or CEO may be delegated from time to time." I suggest active voice here, otherwise it's not clear who is doing the delegating. "The Director and CEO may delegate functions and responsibilities described in this Process Document to the Team" maybe. Can the Team delegate their responsibilities to others, e.g. chairs or WG members?
