This is only my opinion, i do not represent anyone with this statement and I have nothing but a gut feeling on what it would take to put in place to speculate on how long it would take...i just assume that it would be easier to use the existing system and then change how elections work at w3c wholesale than to change it first. I have so many comments on the rest of this thread that I am going to fork it and keep this response short and to the point.
