RE: New draft of chapter 7 proposal

Charles,
I am OK with your version of the Implementation Experience section, except for the removal of the planning for paragraph. That was something the AB directed to be included. Of course not in that section necessarily because it did not exist when the decision was made. But the sections that were to be updated were also removed by our Chapter 7 changes so this became the best place to put the statement.

Summary of changes:
ISSUE-15: Reverted definitions of changes in specs to the current process content
ISSUE-26: Added a section on implementation experience (not quite the AB proposal, but meant to reflect it)
ISSUE-38: Moved the SHOULD document known implementations to a general requirement
ISSUE-40: I made Working Draft just one thing (no "heartbeats any more") and updated the SVG accordingly.

And some (IMHO) minor editorial stuff.
