All,
ACTION-2 became moot when the introduction to Chapter 7 was updated in the 22 July draft to have a bulleted list of the objectives of the Chapter 7.

If the proposal for ACTION-4 is accepted, then ACTION-3 is moot because the proposal for ACTION-4 covers it.
