   kaz: we can form the program committee and ask for review

   kaz: will talk with Philippe about how to form Program
   Committee

   debbie: can ask others to review

   kaz: need to think about how to organize the workshop, usually
   we need a position paper, so anyone who's interested in
   attending can submit a GitHub issue
   . or maybe submitting a position paper would be better

   next step is for kaz to talk to Philippe about process

   kaz: will convert this to some fancier HTML
