Reintroducing the Music proposal

Now that ItemList appears to be near completion, I would like to re-submit
for comments a proposal to add music-related types and properties.

The proposal was developed through collaboration with the MusicBrainz
project and partially inspired by the MusicBrainz and Music Ontology
schemas.
