I think that in general we should rather encourage sites to *materialize* recurring events and other rules for entity construction, thus putting the logic for the repetition in the site (in any programming language). Even though ISO 8601 is formally used in many parts of schema.org, processing it properly puts a hefty burden on the consuming client. Also, if you materialize entities, they can be addressed via a canonical URI, which means that search engines can list the most specific event description in the search results.
