Note that this usage is also perfectly in line with the GoodRelation core notion of having

1. an agent (a person or organization)
2. an object or happening and
3. the offer to transfer some rights (ownership, temporary usage, more specific bundle of rights in the form of a license) for a certain compensation (money, another object).

Any type of object, including a http://schema.org/ProfessionalService and http://schema.org/Organisation, can be the object to which an offer refers.
