On the face of it it seemed very odd to me that the core mission task
force has said that cloud and social computing are not part of the W3C
core mission.  I would like to get that fleshed out a little, because
I'm sure that there is some thought that goes behind that and perhaps a
sense of exactly what core mission means that would make it more clear
what these rather bare statements actually mean.  However, just taking
the bare statements -- both cloud computing and social computing are
major technology trends that directly involve communication over the
Web.  It would seem to me that the W3C would properly have at least some
interest in these areas.

Perhaps if the W3C interest in these areas is at the moment somewhat
diffuse and non-specific it can be sharpened up via the activities of
the sort that we are proposing as User IG's -- in the sense that
articulating particular use cases and requirements, or defining
deployment pilots, could make it more clear how the W3C can or should be
involved.

More specifically, in both these areas -- as well as the Semantic Web --
I believe that there are issues involving access control that are of
particular concern to user companies.
