Docs for consideration as FPWDs

Dear all,

The three new task forces met yesterday and there were resolutions taken to publish several of the input drafts (from the CCG) as First Public Working Drafts.

Since those FPWDs are published in the name of the WG as a whole, Brent and I are asking that transition requests (FPWD, CR etc) are made by the group as a whole. In an ideal world, TFs would signal to the WG their intention to seek a transition at least a week before a WG meeting. However, given that:

1. The docs in question have no substantive change from the relevant published CCG Final report;

2. There is a publishing moratorium coming up soon (i.e. a week when we can't publish anything new in /TR space)

I propose to ask the WG to shortcut that a little and endorse those transition requests during our meeting later today.

If you don't support this, please speak up. For emphasis, any document published by the WG effectively has your name on it (even if it actually doesn't 😊) and therefore your voice matters. The documents in question are:

The Entity Recognition Task Force was not able to resolve to publish their primary document as there is significant debate about the proper title and short name for it. The input document from the CCG is VCs for Entity Recognition v0.9 https://w3c.github.io/vc-recognition/. The TF is going to solicit wider opinion on the name and short URL in the coming days. The WG may choose, today, to empower the TF to go ahead with FPWD once those issues have been settled without further recourse to the whole group.
