I have prepared a new CR-ready draft here:

It has been format, CSS, and link checked. It includes the name
change, a shortname of "cid-1.0", and the media type inclusion. Every
remaining issue and PR is editorial in nature. Some responses to your
statements below:

Ah! I can't remove that issue marker :P

Brent pushed back against the language that created an "upwards"
reference to the DID spec and requested its removal.

The compromise was to mark it up as an issue marker and handle it in
CR. If Brent can provide language he's happy with, then I can update
the spec and remove the issue marker, but I don't think it's necessary
to do that before the CR transition (since this is editorial in
nature).

Those are not misplaced, they're to show that there is other content
around the section of code in the document. That said, this is related
to the following issue, which requests that we update the examples to
be copy-paste-able (which we'll do in CR):

All that said, I believe we're feature complete and stable, and thus
ready to do a CfC to publish the Controllable Identifier Document as a
First Candidate Recommendation:

Here's a draft proposal that we could run this week:

DRAFT PROPOSAL: Publish the Controllable Identifier Document v1.0
specification as a First Candidate Recommendation
(https://w3c.github.io/cid/transitions/2025/CR1/index.html) with a
short name of cid-1.0, a preferred publication date of 2025-01-09, and
a CR period of one month. Two independent implementations of each
mandatory normative feature are required to proceed this specification
to the Proposed Recommendation phase.
