Manu, Brent, I have re-checked what I said yesterday on the call, and I realized I was wrong. The publication of a CR Snapshot does require an official transition request by the W3C management, akin to the initial transition from a Working Draft to CR. However, the load is somewhat lower. There is a section in the process document on "Streamlined Publication Request" https://www.w3.org/2023/Process-20231103/#streamlined-update which lists a number of criteria which ensures that the review is quicker and less formal. The horizontal review status is the most important one in our case: we must ensure that no changes have been done that jeopardize the previous reviews, or that these were done in agreement with the reviewers.
