Re: Horizontal review and moving to CR

I believe there were 2 issues raised and those need to be resolved before CR so I don't believe there was a valid resolution for CR until issues resolved and new text reviewed

Pull requests have been raised to address all horizontal review issues
and the two pre-CR issues mentioned, we will merge them using the
