Horizontal review and moving to CR

Hi VC WG,

Regarding horizontal review and moving to CR, we discussed among chairs and W3C staff, and would like to proceed as follows:

  *   Any document in the WG has to address Horizontal Review issues before moving to the CR stage. It is not an absolute requirement in W3C process, but is a convention and a recommendation from W3C to do so, which we would like to follow.
  *   The resolutions passed on Thursday regarding Data Integrity related documents moving to CR remain valid and we will move them forward once horizontal review issues and two pre-CR issues mentioned during the call are addressed.
