I have just transferred the json schema testing repository. This made me realize one thing: the license setting for the various testing repositories are not synchronized. Some are Apache, some are W3C, some do not have a license set at all. I think we should have that in sync for all test repositories. The usual Licence (set in a LICENSE.md file, see, eg, in [1]) is to use the W3C Software and Document licence[2], which is the same as the license set for the specification documents themselves. I did not want to change this, because some contributors may have problem with it, but that is something we should synchronized across the test repositories, possibly before we go to CR.
