Would the chairs be willing to provide the counts they arrived at to support this statement:

I have reviewed the minutes [1] multiple times and see 14 positive, +1 or +0.5 (that is 12 new supporters from the first proposal).
And three negatives, -1, with one new detractor from the first proposal.
Are the 0s being counted /against/ consensus?
