Digital Bazaar would support the proposal above. We would not be able
to contribute much other than a review here or there.

The changes from the previous proposal that shifts our vote in the
positive direction are:

* The resolutions made at the Miami VCWG meeting created a bigger
tent, and this is exactly the sort of thing that was expected to
happen as a result.

* The technical solution proposed in VC-ACDC is effectively what
VC-JWT does, so it makes sense to accept it on those terms.

* There is now a dependency on the KERI/ACDC/CESR work progressing at
IETF before the VCWG were to move VC-ACDC further down the standards
track.

* It's now clear (to us) that the work has been incubated,
implemented, and deployed in a limited capacity; this isn't a paper
prototype of a potential technology.

* Multiple people, who have a history of producing specifications,
have stepped forward to do work on the specification.

* A transformation-only specification is not a huge addition of work
for the group.

In short, it feels like pulling this work in before feature freeze is
a low-risk activity. If things don't progress at an accepted pace at
IETF, then the VCWG is not obligated to move the work any further than
a Working Draft. If things go well at IETF, then we will have another
example of a "big tent" approach to VCs that is aligned with the way
that VC-JWT seems to be moving (depending on transformation from an
otherwise incompatible data format to the base media type and data
model in the VC specification).
