If the WG cannot reach consensus on this PR, the chairs are inclined to close this PR.

There was no issue raised on this topic in vc-data-model (can't find a related issue in jwt-vc repo either) and 150+ comments on this PR show that what consensus there is has been hard-fought. We could open an issue to continue discussion on this topic if there is an interest but without consensus this PR should be closed.
