[W3C VC WG - Special Topic Call] Times and Agenda

Dear VC WG,

We have set up time for the Special Topic calls as have been discussed during the WG calls. It will be alternating between the following times on Tuesdays:
- 11AM EST starting Nov 1st (Europe-friendly time)
- 6pm EST starting Nov 8th (US friendly time)

We will be starting with the discussion on the Issue #947 [1] on Nov 1st, since outcome of that discussion will influence the audience and scope of Issue #948 [2] (and now also #953 [3]).
Once we have a clearer direction on those issues, we will move to other topics we need more time to discuss than what we can take during the main calls - such as relative/absolute values in `kid`, holder binding, etc.
