I think this was poorly communicated in the past, which I take responsibility for. The v1.1 (editorial changes) can happen up until the end of the group. They do not require wide review. The v1.2 (substantive changes) need to be wrapped up by the beginning of October (under our current timeline). This means we need all v1.2 PRs that we want to include in the revised recommendation to be submitted within the next week or so. This will give the CCG time to review them before we need to merge so we can create a static document to share for wide review.
