Disposing of comments

Group,

Continuing from last week, in our teleconferences we will be disposing of
issues that have come in since voting to publish the CR document.

Disposing, in this context, means deciding whether the group will
1) take some action in the specification as a result of the issue, or
2) take no action in the specification as a result of the issue

As we did last time, we will immediately document the group's decision in
the GitHub issue and, unless waiting on an action on our part, announce an
intent to close the issue unless further comments arrive within 14 days.

Please be prepared to make decisions.  If discussions begin on an issue,
the chairs will likely ask that the discussion continue outside of the main
calls via GitHub, email, or individual calls.
It would be even better for all participants to review all PRs and issues
on their own well in advance of the calls.
