Final CR document used to request publication

As promised in today's call, here is the updated version [1] of the CR
document.  Publication has been requested for this exact (static)
document.  Beginning now there is a 48-hour "OMG" review period that is
only to verify that the changes made were as described.  This is not an
opening for general discussion on this specific publication draft.  Once
publication is approved please feel free to resume submitting issues for
discussion.

For reference, the prior (original) CR draft document is still available
[2].
