VC decomposition

I was looking at use case issue
https://github.com/w3c/vc-use-cases/issues/40 that I opened last year. I
think we can close it now that we have the idea of a verifiable
presentation in the mix. I don't want to make an assertion in the issue if
it's incorrect. Am I thinking about this right?

Issue comment:
In order for VC to retain verifiablity, it can't be decomposed. If the
holder has a presentation with several VCs, each of which has 1 to n
claims, the holder could repackage and create a new presentation with a
different collection of VC (could be some/all of these + some/all of
others), but can't repackage a VC with a different collection of claims.
