ISSUE-4: DCCI use and behaviour of the deep parameter

In the description of the deep parameter to hasProperty and searchPropery, the text used to read "An implementation may choose not to respect a deep value of true and thereby exclude properties based upon access rights."

I don't understand this assertion. I'm not sure why an implementation should be allowed to ignore deep and what this has to do with access control, particularly as we now support explicit access control through other means.

In addition, I've changed the may to must in the statements about excluding properties if access control is implemented.
