However, since DCCI does not permit the structure of the delivery context to be altered, this seems unnecessary. I don't believe that an application using DCCI can create a situation that would trigger the HIERARCHY_REQUEST_ERR error and hence I've removed that discussion and changed the title of this section. Is this correct? Section 7.1 on conformance also notes this exception and also may be incorrect.
