Navigation by headings, landmarks, etc

I'm encouraged to see that the working draft mentions adding navigation
features to allow users to navigate by headings, landmarks, and
(optionally) other regions. There has been considerable resistance among
browser makers to implement those kinds of features. See for example this

Are the browser makers on board with the idea of building in heading and
landmark navigation features as a native browser feature? I want them to be
on board, but my past conversations with them make me question whether
they'll ever do that.
