[tvcontrol-api] Transition the spec to WebIDL contiguous mode

tidoust has just created a new issue for 
https://github.com/w3c/tvcontrol-api:

== Transition the spec to WebIDL contiguous mode ==
ReSpec no longer supports the WebIDL mode used by the TV Control API. 
To avoid further problems, we should move on to the supported 
contiguous mode.
