Overall it looks good to me. Just share my two cents for some minor stuff.

1. TVChannel casCardInUse [1]
    As suggested in the previous email thread [2], could we add some descriptions to address that the UA needs to pay some efforts to keep caCardInUse in TVChannel update-to-date?

    Btw, the spec uses terms like "TVCICard" and "getCICards" in other places, but uses "casCardInUse" here. Could we have a more consistent name (either "CICard" or "CASCard") for this to avoid potential confusion?

2. enum TVCICardState [3] has four states {"CIcard-insert", "CIcard-accepted", "CIcard-removed", "CIcard-error"}. Could we add more descriptions to illustrate the "accepted" state? (What's the definition when a card is "accepted"?)

    Btw, the prefix "CIcard-" seems a little redundant. How about {"inserted", "accepted", "removed", "error"}?

3. TVManager onCIcardchanged [4]
    The spec appears to adopt lower-case naming convention for event handlers (whereas camel case for attributes and methods). Would it be better to follow it?
