Time-shifting follow-up

Hi Chris,

In the last teleconference, you mentioned a question about how Mozilla
approached Media Stream API to pause and resume for live TV. I've
double-checked with my colleague who may know better about this. But
unfortunately we didn't define this part to handle time-shifting for live
TV. So far we might not have much to provide to help cover some gray areas
for this use case.
