[Draft WG charter] List of external organizations

Hi,

I updated the draft Working Group charter to add a list of external organizations that the group would likely interact with. I created the list out the one that appears in the charter of the Web and TV IG, keeping organizations that develop broadcast protocols and those that define interactive TV systems. The list is not mean to be exhaustive, but let me know if you think other organizations should be listed there as well:
