Guide to W3C specs on GitHub

Hi all,

In our call last month one of my actions was to create a guide on how to
contribute to W3C specs on GitHub. I won't have time for this until
later in the year unfortunately but I have found an existing guide that
looks very useful:
https://tobie.github.io/specs-on-github/

It was made by Tobie Langel, a former W3C Fellow. I'd still like to
create something at a more basic level but hopefully this helps in the
meantime.
