ACTION-9: Link to the requirement and circulate the skeleton document

 

 

Hi!

 

As accordingly to ACTION-9, 

I have just updated the skeleton document in the wiki of github.

The changes are

-       Add links to the requirements

-       Add link to the TV Control API CG (I think this is also needed :)

After I am able to push the skeleton to the repository, I think we can use
the link above for now.
