CfC for requesting transition of IMSC-HRM to Proposed Recommendation

PROPOSAL: Request transition of IMSC-HRM<https://www.w3.org/TR/imsc-hrm/> to Proposed Recommendation.

There is a pull request open at https://github.com/w3c/imsc-hrm/pull/77 containing a Proposed Recommendation variant of IMSC-HRM based on changes merged to the CR earlier today following the resolution to remove the at-risk Image profile feature, as well as some other purely editorial improvements. As per our usual working mode, the opening of this pull request constitutes a call for consensus subject to our 10 working day (2 week) decision review period.

If there are no unresolved objections to the pull request by 25th January 2024 I will declare that we have consensus to request transition to proposed recommendation.
