Call for Consensus for transition of IMSC-HRM to CR

This is a Call for Consensus (CfC) for transitioning IMSC-HRM<https://www.w3.org/TR/imsc-hrm/> to Candidate Recommendation (CR) as discussed during WG meetings.

This CfC will close on 2023-06-02 as per the TTWG’s Decision Policy<https://www.w3.org/2023/04/timed-text-wg-charter.html#decisions>. Please register support, concerns or objections before the end of the CfC period either during one of our regular calls, by email or by a comment on the pull request. In particular, please raise requests to change the CR Exit Criteria wording on the pull request itself.

I am raising this CfC now because the last remaining Horizontal Review for IMSC-HRM has now concluded, and I believe there are no other blockers.
