Draft registry boilerplate text

The draft boilerplate text at https://github.com/w3c/ttwg/pull/243 is now ready for review - please take a look. You will need to clone the repo locally and open the document in a browser to review it, unfortunately, because PR Preview cannot yet handle multiple documents per repo.

I'd like to raise this on this week's agenda.
