Good morning/evening,

Per our last meeting, I have created an initial draft of a standalone
IMSC HRM specification, with the objective of capturing the HRM as
specified in IMSC 1.2:

Please review.

Once we are happy with the framework, I will start migrating HRM
issues from w3c/imsc to w3c/imsc-hrm.
