Hi all,

I thought you might be interested in ttconv, which is an open source
library for subtitle/caption format conversion:

https://github.com/sandflow/ttconv

The initial release supports conversion of SCC/608 to IMSC, among
other formats. The effort has been supported by Facebook (so far).
