CFC: Publish IMSC 1.2 CR on 19th March

As per the last week's meeting, this is a Call for Consensus for the proposal to publish IMSC 1.2 as Candidate Recommendation.

The target date for this publication is 2020-03-19.

This includes 6 pull requests that have been merged since FPWD, which were all approved by applying the normal review process incorporating the TTWG's decision review period. We need to specify a deadline for comments, which must be no less than 4 weeks after publication. I propose that we choose 2020-04-16 as the earliest available date; however there is a holiday period in some places within this period, so I think we should consider setting a later date, for example 2020-04-23.

We also need to specify CR exit criteria. I propose that we adopt the same approach as we did in IMSC 1.1 CR<https://www.w3.org/TR/2018/CR-ttml-imsc1.1-20180726/>, i.e. the following text:

For this specification to exit the CR stage, at least 2 independent implementations of every feature defined in this specification but not already present in either [ttml2<https://www.w3.org/TR/2018/REC-ttml2-20181108/>] or [ttml-imsc1.1<https://www.w3.org/TR/ttml-imsc1.1/>] need to be documented in the implementation report. The Working Group does not require that implementations are publicly available but encourages them to be so.
If there are no objections to publication within the TTWG's Decision Review period, i.e. before 2020-03-13, I will declare this proposal as a Resolution.
