nigelmegitt has just created a new issue for https://github.com/w3c/ttml2: == use of defined term temporally active region not cross-linked == "[temporally active region](https://www.w3.org/TR/ttml2/#terms-temporally-active-region)" is a defined term but there is no navigable link to the term definition from some places where it is used, such as in [[construct intermediate document]](https://www.w3.org/TR/ttml2/#procedure-construct-intermediate-document) step 2.
