[ttml2] Missing test for #region-timing (#1073)

I tried to search for tests exercising `#region-timing` in:
- TTML 1 tests: https://github.com/w3c/ttml1/tree/master/testsuite
- TTML 2 tests: https://github.com/w3c/ttml2-tests
- IMSC tests: https://github.com/w3c/imsc-tests
Did I miss any repo? 
If not, we should add some tests to clarify:
- how timing of paragraphs interact with the timing on the region (Are they relative? Can they be outside the region interval?)
- how it interacts with tts:showBackground?
