reminder: Charter draft on the agenda for this week's call

please review the pull requests at https://github.com/w3c/charter-timed-text/pulls in advance of our call on Thursday, when they will be the main topic for discussion.

Pull request https://github.com/w3c/charter-timed-text/pull/40 relates to the modularisation of TTML3; as such it needs to be consistent with the approach we want to take, which in turn we have not yet discussed. Please also see the TTML3 pull request https://github.com/w3c/ttml3/pull/30 which is related. We need to conclude with something acceptable in both, and they need to be consistent with each other.

In particular, I've proposed that we treat TTML3 as a single specification that consists of the base document and any associated modules; therefore a module is part of the specification. This is consistent with the approach taken by CSS, but we have freedom to diverge from that approach if the group prefers something different.

For example, from the CSS WG Charter (https://www.w3.org/Style/2016/css-2016.html ):
