IMSC vNext Requirements Note publication

The short name of the IMSC1.1 Requirements WG Note is currently "imsc-vnext-reqs".

On Pierre's suggestion, I'm going to request that we change it to "imsc-1.1-reqs" for publishing in its form as the requirements for IMSC 1.1 Requirements.

If there are any objections to this short name please respond as soon as possible, otherwise we will go with this.
