[imsc] #length-negative: <length> vs. <percentage>

spoeschel has just created a new issue for https://github.com/w3c/imsc:

== #length-negative: <length> vs. <percentage> ==
8.4.5 says "(...) `length` expressions (...)". This is fine for `tts:disparity` and `tts:textShadow`.

However `tts:shear` and `tts:lineShear` can never resolve to the `<length>` expression from their initial `<percentage>` expression.
