Well, I dont understand why you say it is unclear. My timeline document says: https://www.w3.org/AudioVideo/TT/specs-timeline.html "Chair sends the WG Resolution - REC Transition" : 2 nov 2018 Then I will send the Transition request to the director, which requires a link to the WG Resolution to move to REC. The only question here is do we need a 14 days CFC. I guess it could be short as there are no edits, but we have enought time to have a 14 days CfC if needed. It was not clear to me because there’s no date for sending the CfC and because I had a recollection, perhaps wrongly, that it’s the Director who requests the Rec publication.
