TTML2 allows to specifiy an offset time `<time-expression>` without a metric, in which case the seconds metric applies. Currently this is not covered by any TTML2 feature (see w3c/ttml2#752), so it is neither explicitly prohibited nor explicitely allowed in IMSC 1.1.
