[ttml2] Improve consistency with use of @ prefix on attribute names.

skynavga has just created a new issue for https://github.com/w3c/ttml2:

== Improve consistency with use of @ prefix on attribute names. ==
(1) add text in conventions indicating that `@` prefix is applied to attribute names for which there is an identically named element (either global or local namespace);

(2) remove `@` prefix from attribute names when the name unambiguously refers to an attribute;
