Just did a quick scan of CSSWG issues related to line-height marked with the css-inline-3 label [1]. [1] https://github.com/w3c/csswg-drafts/issues?page=2&q=is%3Aissue+is%3Aopen+label%3Acss-inline-3&utf8=%E2%9C%93 Presently, there are https://github.com/w3c/csswg-drafts/issues/254 https://github.com/w3c/csswg-drafts/issues/391 https://github.com/w3c/csswg-drafts/issues/1254 https://github.com/w3c/csswg-drafts/issues/1992 One of them (the first above) references an interesting looking article: http://meyerweb.com/eric/thoughts/2008/05/06/line-height-abnormal/ I haven't had time to review all this info yet, but it should prove useful.
