nigelmegitt has just created a new issue for https://github.com/w3c/imsc: == §9.4.5.1 should mirror §9.4.4 == Whereas §9.4.4 prohibits an `image` element where a `smpteBackgroundImage` attribute is present, the converse proscription on setting a `smpteBackgroundImage` attribute on a `div` that contains an `image` element is not stated in §9.4.5.1. Elsewhere where there is mutual prohibition like this the constraint is stated in both places, e.g. `tts:origin` and `tts:position`, so for consistency in the spec the additional rule should be added to §9.4.5.1.
